The Town of Breckenridge has implemented a zoned approach to short-term rental licensing, with distinct regulations for various zones:
It's important to note that the adopted license caps do not impact existing short-term rental licenses in any zone. Property owners with current licenses can continue renting their properties as usual. Licenses are only relinquished through property sales, as they are non-transferable, or owner non-renewal. The town anticipates a decrease in the total number of licenses within Zones 2 and 3 as properties are sold or owners choose not to renew short-term rental licenses. The goal is to eventually align with the targeted cap numbers. Each zone is managed separately in terms of license caps and availability, with a waitlist for each zone.

The Town of Frisco has implemented a cap on short-term rental (STR) licenses, limiting the total number of issued licenses to 25%. Frisco has a total of 3,600 residential housing units, which means a maximum of 900 STR licenses may be issued under the current regulation. The cap has been reached so homeowners now have the option to join a waitlist for a STR license. As of 12/2023, The town of Frisco estimates that the waitlist length will be 6-10 weeks from the time of application submission to the approval of new licenses.

Unincorporated Summit County encompasses all areas within Summit County that are not part of incorporated towns or cities. The approach to short-term rental (STR) licensing in Unincorporated Summit County is zoned with distinct regulations for different areas:
Resort Zones:
The Resort Zones allow 100% of properties to obtain an STR license, with no restrictions on nights rented or the number of reservations.
The Resort Zones include Keystone, Copper, Peak 8, and Tiger Run.
Neighborhood Overlay Zones:
On February 15th, 2023, Summit County approved a set of short-term rental regulations applicable to the Neighborhood Overlay Zones. The new regulations set limits on the number of available licenses and the maximum number of bookings per year for each property, capping each property at a maximum of 35 total bookings annually. Currently, there are no new licenses available for properties located within the Summit County Neighborhood Overlay Zones, and details about future waitlists are limited at this point.
If you held a short-term rental license within the Unincorporated Summit County Neighborhood Overlay Zone before the implementation of the cap, you can continue to rent your property but are now subject to a cap of 35 bookings per year.
Licenses are only relinquished through property sales, as they are non-transferable, or if an owner chooses to non-renewal their STR permit. As properties are sold or property owners choose not to renew short-term rental licenses, the total number of licenses is expected to decrease, aligning with the targeted cap numbers. Each zone is managed separately in terms of license caps and availability of future licenses, and there will eventually be a separate waitlist for each water drainage basin within the county.
